Breton
Bretons hail from High Rock province and have a special affinity for magic and, perhaps because of that affinity, they are naturally resistant to the effects of magic. They have been the traditional choice for magic-based classes due to their increased magica, resistance and higher starting skills. If you're in the mood for a spell-slinger, you might also want to consider High Elves, who have a higher magica bonus (1.0x) and get that lovely +10 to Destruction, but I don't particularly care for their weakness to fire-, frost- and shock-based effects (25%, constant). Breton males tend to be slightly stronger than females, while females tend to be somewhat quicker than males. Bretons tend to have stronger personalities than anyone except High Elves (who are equal) and Imperials (who are superior).
